The British Embassy in Algiers is seeking to appoint an Estates Officer, job grade Administrative Officer (AO).
The successful candidate will manage the operational delivery of the British Embassys Estates, including health and safety and maintenance to ensure a safe and compliant platform for all Embassy staff and visitors. You will also supervise project works in estate, and provide administrative support to the Estate team.
Duties and responsibilities:
Manage the day-to-day estate operations and activities, monitor and process the maintenance requests, working with the maintenance team and contractors to respond to these effectively and within the timeframe. Maintain and implement a long-term preventive work plan, ensuring a proactive approach to property maintenance.
Procure goods and services for the Embassy following the FCDO processes and Value for Money. Working with the Procurement Hub and the Estate Manager to ensure contracts are in place. Request payments and monitor maintenance budgets with the Estates Manager, Finance Officer and Maintenance Officer. Managing the Estate suppliers set up on the system, and managing the cash expenditure, ensuring it is kept to a minimum.
Implement Health and Safety policies, and ensure health and safety compliance of the Embassy compound, and all residential properties, including the Ambassadors Residence. Perform and document property inspections and hazard risk assessments
Ensure estates systems and data are maintained and verified on a regular basis. Monitor energy and consumption, identify, and implement sustainability initiatives at post.
Assisting the Estate Manager in searching for Residential Properties.
Management of Embassy furniture and warehouse stocks and equipment, including holding an up-to-date inventory and make recommendations on replacements and disposal in line with FCDO guidance. Work with the Community Liaison Officer to ensure that properties are made ready for new occupants including the provision of domestic floats.
Contribute to Embassy Crisis Preparedness, including keeping up to date Estate Contingency Plans.
Line management of three S3 gardeners, and quality assurer for two S3 cleaners.

Qualifications, skills, and experience:
Essential
Experience in a similar role. Flexible, with a proven track record of delivering high level of service and results within tight deadlines.
Strong organisational skills with ability to handle multiple priorities of the role within the agreed deadlines, prioritising tasks and workload.
Good attention to detail and a proactive approach to problem solving.
Excellent customer care skills and the ability to respond to a range of customer needs.
Excellent interpersonal skills, with the ability to work independently and as part of a wider team. Excellent communication skills in English, French, and Arabic. Able to tailor oral and written communications to express ideas and messages clearly and concisely to different audiences.
Strong IT skills and literacy in Microsoft Office applications (Word, Excel, PowerPoint, Outlook, and Teams).
Flexibility for occasional out of hours work.
Desirable
Knowledge/ Background/ Certification of Health and Safety practices in the work place.

Working hours and other benefits:
The Embassy offers an attractive working environment and remuneration package for the role, including a non-negotiable gross salary of DZD 89,573.05 per month plus DZD 15,000 allowances (the salary is under review, and may increase in future months). However, employees who are not liable to pay local income tax on their Mission salary may have their salaries reduced by the equivalent local income tax amount.
No accommodation and relocation expenses are payable in connection with this position.
The package includes medical insurance, 25 days of paid leave annually (on pro rata basis, increasing to 30 days after completion of 5 years of service) along with up to 14 days paid public holidays. The Embassy offers a good working environment in a modern, purpose-built office, as well as use of the Embassys recreational facilities: on-site swimming pool, a tennis court, and gym facilities after working hours.
This position is for a full-time employment, on a permanent contract, subject to a 6-month probationary period.
Conditioned working hours is 38 hours per week. Normal working hours are 08:00 to 15:40 from Sunday to Thursday. The Embassy encourages flexible working, with an opportunity for staff to work one day a week from home subject to operational need and line managers approval.

Process:
The recruitment process, including security clearance, is expected to take around two-three months. The security clearance process includes checks available in country and with UK, dependant on the security level required for the role and the candidates profile and UK footprint.
